Hong Kong has been sending school leavers to UK universities for decades, and the process is well understood by schools, students and families in the city. International schools in Hong Kong — whether they follow the IB Diploma, A-Levels or AP — are experienced with university applications across multiple markets. For British families whose children will reach sixth form in Hong Kong, the university application process carries no significant disadvantage compared to applying from the UK.
This guide covers UCAS applications from Hong Kong, typical entry requirements, US applications, Hong Kong's own universities, and the relevant differences between IB, A-Level and AP students.
UCAS from Hong Kong: The Standard Route
Students at ESF schools, Kellett, Harrow and DBIS apply to UK universities through UCAS in exactly the same way as students in the UK. There is no special international route — the process, portal, deadlines and reference letter format are identical.
Key UCAS Deadlines
| Application type | Deadline |
|---|---|
| Oxford, Cambridge and medicine | 15 October (Year 13 entry) |
| Most UK universities — all other courses | 31 January |
| UCAS Extra / Clearing | April–August |
These deadlines apply to students in Hong Kong on exactly the same basis as students in the UK. Schools in Hong Kong set internal deadlines in October/November of Year 12 for teachers to begin drafting references and predicted grade letters.
Predicted Grades
UK universities make conditional offers based on predicted grades provided by the school. For IB students, these are predicted IB points (typically by subject, showing HL and SL predictions). For A-Level students, these are predicted A-Level grades (A*, A, B etc.) for each subject.
Kellett and Harrow, with extensive experience of UK university applications, provide predicted grades in the same format as UK independent schools. ESF schools provide IB predicted scores. UK universities are entirely familiar with both formats.
References
UCAS requires one reference letter from a school teacher or advisor. Sixth form tutors at ESF, Kellett and other international schools write these references in the same UCAS format as UK school teachers. The format and content expectations are no different from UK-based applications.
A-Level Students: The Kellett and Harrow Route
Students completing A-Levels at Kellett School or Harrow International School HK experience a UCAS application process effectively identical to that of students at UK independent schools. The examination boards used are UK boards (typically Edexcel, Cambridge International), the grade scale is identical, and UK admissions tutors read the results without adjustment.
Kellett's sixth form advisers are experienced with Oxbridge applications, early medicine deadlines, personal statement support and aptitude tests (UCAT, BMAT, MAT, LNAT). Families should not anticipate any disadvantage from being based in Hong Kong.
For Oxbridge, the October deadline means preparation for personal statement, teachers' predictions and references must begin in September of Year 13 at the latest — ideally during Year 12.

IB Entry Requirements at UK Universities
UK universities have established IB tariff equivalencies. Common offers:
| UK university tier | Typical IB offer |
|---|---|
| Most Russell Group | 36–38 points (typically specifying HL subjects) |
| Oxford / Cambridge — most courses | 38–42 points |
| Medicine / veterinary at top universities | 38–40 points (with specific science HL grades) |
| Strong pre-1992 universities | 30–36 points |
| Most good UK universities | 28–34 points |
Beyond the total point score, offers typically specify subject requirements — for example, 38 points including 6 in HL Chemistry and 6 in HL Biology for medicine. Students should check subject-specific requirements carefully.
Hong Kong IB Results in Context
The Hong Kong city average in 2025 was 36.72 IB points — meeting or exceeding the typical Russell Group threshold. Schools at the top of the HK range:
- GSIS: 41.0 — positions students for Oxbridge and the most competitive courses globally
- Malvern College HK: 39.0 — strong for Oxbridge and top Russell Group
- ESF group average: approximately 36.1 — at the Russell Group threshold
A student achieving 40+ points from GSIS is competitive for Oxbridge in most subjects. The school's track record at top UK universities is strong.
IB Diploma and Oxbridge
Oxbridge accepts the IB Diploma and is experienced at assessing it alongside A-Levels. The admissions process remains the same: UCAS application by 15 October, Oxford interviews (typically December), Cambridge interviews or submitted work.
For competitive Oxford courses (PPE, Law, Medicine), a score of 38–40 with strong HL grades is typically needed. For Cambridge Natural Sciences, 40–42 with HL Chemistry or HL Mathematics may be specified. These requirements match what top GSIS and Malvern students routinely achieve in Hong Kong.
IB and the Extended Essay and TOK
UK universities do not formally assess TOK (Theory of Knowledge) or the Extended Essay in their offer conditions — these are IB requirements, not UCAS requirements. However, the Extended Essay is a strong personal statement topic, particularly for essay-heavy courses (History, English, Philosophy). Students should reference their Extended Essay topic when it is relevant to their chosen course.
HKIS and US Applications
Hong Kong International School (HKIS) follows an American curriculum with AP (Advanced Placement) courses and primarily supports US university applications through the Common App process. Students sit AP exams in May of their final year and also typically take the SAT or ACT.
HKIS is less well optimised for UK universities than IB or A-Level schools, though UK universities can assess AP results using credit equivalencies. Students from HKIS who wish to apply to UK universities should discuss their application strategy with their school counsellor at HKIS well in advance, as the process requires more translation than a standard IB or A-Level application.
For students who want to apply to both UK and US universities simultaneously, the IB Diploma is the most efficient qualification. It is accepted by virtually all UK and US universities without requiring additional examinations, and avoids the complexity of managing both UCAS and Common App applications with different underlying qualifications.
Hong Kong Universities: A Genuine Option
The three main Hong Kong universities are internationally ranked and offer undergraduate degrees taught in English:
- University of Hong Kong (HKU) — consistently ranked in the global top 30–50
- Hong Kong University of Science and Technology (HKUST) — particularly strong in science and engineering
- Chinese University of Hong Kong (CUHK) — broad arts, sciences and professional programmes
All three accept international qualifications — IB Diploma, IGCSE/A-Levels — through their non-JUPAS routes (JUPAS is the local admissions system for students graduating from Hong Kong secondary schools in the government system). The application process for international school graduates is separate and straightforward.
For British families who may stay in Hong Kong long-term, or whose children develop strong attachments to the city, studying at HKU or HKUST is a credible option that does not require relocation to the UK. Degrees from these institutions are recognised by UK employers and graduate schools.
The BNO Visa: Context, Not a Route for Your Family
Parents may encounter references to the BNO visa in discussions about Hong Kong and UK education. The BNO (British National Overseas) visa is a route for eligible Hongkongers to relocate to the United Kingdom — it is not relevant to British citizens living in Hong Kong.
As of February 2026, approximately 230,000 BNO visas had been granted to Hongkongers heading to the UK. A February 2026 expansion extended the route to adult children of BN(O) holders who can now apply independently. This is relevant context in understanding the movement of some Hong Kong families toward the UK, and some British families have classmates whose families have taken this route. But it does not affect a British family's own position in Hong Kong or the UK.
Planning University Applications: A Timeline
For families in Hong Kong, university planning typically begins in Year 10–11, around the time of IGCSE/IB MYP assessments. Key milestones:
| Stage | Action |
|---|---|
| Year 10–11 | Subject and qualification choices confirmed; extracurricular record actively built |
| Year 12 (September) | UCAS research; Oxbridge and medicine decisions made; personal statement drafting begins |
| Year 12 (October) | Schools begin predicted grade discussions |
| Year 13 (September) | Personal statement completed; references drafted; UCAS registered |
| 15 October (Year 13) | Oxbridge and medicine deadline |
| 31 January (Year 13) | Standard UCAS deadline |
| May (Year 13) | IB/A-Level examinations |
| July (Year 13) | IB results day; A-Level results day; confirmation of places |

Frequently asked questions
Can students apply to UK universities from Hong Kong?
Yes. Students at ESF, Kellett, Harrow, GSIS and other international schools in Hong Kong apply to UK universities through the standard UCAS process, with the same deadlines and procedures as UK-based students. Both IB Diploma and A-Level results are fully recognised. Hong Kong has a long tradition of strong UK university placement.
What IB score do I need for a Russell Group university from Hong Kong?
Typical Russell Group IB offers range from 36 to 38 points. Oxbridge and competitive courses such as medicine typically require 38 to 42 points. Given Hong Kong\'s 2025 city average of 36.72 and GSIS\'s average of 41.0, students from the city\'s top schools are well positioned.
Which Hong Kong school is best for US university applications?
HKIS (Hong Kong International School) is the most US-oriented school in the city, offering AP courses and supporting Common App applications with SAT/ACT preparation. For students who want to apply to both US and UK universities, IB schools (ESF, GSIS, Malvern) are better positioned, as IB is accepted by virtually all US and UK universities.
Can students apply to Hong Kong universities from international schools?
Yes. HKU, HKUST and CUHK all accept international qualifications — IB Diploma, IGCSE/A-Levels — through their non-JUPAS international applicant routes. These universities are internationally ranked and are a viable choice for students who wish to remain in Hong Kong for undergraduate study.
