Programme Overview
The Republic of Vanuatu, an archipelago of 83 islands in the South Pacific, operates what is widely considered the world's fastest citizenship by investment programme. Under the Development Support Program (DSP), qualifying applicants can receive Vanuatu citizenship and a passport in as little as 30–60 days from submission of a complete application — without an interview, without a physical visit to the islands, and without any residency requirement.
No other legitimate citizenship by investment programme globally processes at this speed for a direct citizenship outcome (as opposed to a residency permit).
The speed proposition makes Vanuatu uniquely valuable for a specific planning scenario: an investor who requires a second passport within weeks rather than months — for business continuity, emergency travel flexibility, or urgent passport renewal in a difficult jurisdiction — and for whom the timing cannot accommodate the 3–6 months of a Caribbean CBI programme.
The Vanuatu programme is administered by the Vanuatu Financial Services Commission under the Vanuatu Citizenship Regulations. The DSP was introduced in 2017 and is a direct-citizenship (not residency-first) programme.
Investment Routes
Development Support Program (DSP) — Non-Refundable Donation
The DSP is a contribution to a government trust fund used for national development.
- Single applicant: $130,000
- Applicant + spouse: $150,000
- Applicant + spouse + up to two children under 18: $180,000
- Additional dependants: $15,000–$25,000 each
Fees are non-refundable. There is no real estate route or business investment route in the current Vanuatu programme — the DSP donation is the sole investment pathway.
The total cost for a single applicant (including government processing fees of approximately $5,000–$10,000 and authorised agent fees) typically falls in the range of $145,000–$165,000.
Processing Speed: How It Works
The DSP's 30–60-day processing is enabled by a fully digitised application process. Documents are submitted electronically through an authorised agent. The Citizenship Commission conducts its review digitally, and approved applicants receive:
- Citizenship by descent certificate
- Vanuatu passport (biometric, machine-readable)
No interview is required. No visit to Vanuatu is required at any stage. Applicants receive the physical passport by courier or can collect it in person.
For context: Caribbean CBI programmes typically take 3–6 months; European golden visa programmes typically take 12–24 months or more to reach citizenship. Vanuatu's 30–60 days is genuinely exceptional.
Visa-Free Access
Vanuatu passport holders have visa-free or visa-on-arrival access to approximately 100+ countries as of 2026. This is notably fewer than Caribbean CBI passports (140–155+ countries) and significantly fewer than EU golden visa pathways.
Key access points include:
- The United Kingdom (no visa for short stays, but an Electronic Travel Authorisation (ETA) is required for Vanuatu nationals since January 2025)
- Hong Kong
- Singapore
- Russia (though the practical utility of this depends on current sanctions context — verify before travel)
- Most Pacific island nations
- Parts of Southeast Asia and sub-Saharan Africa
Important caveat — Schengen access: The Vanuatu passport does not currently provide visa-free access to the Schengen Area. The European Union suspended Vanuatu's visa exemption in 2022, fully suspended visa-free travel from February 2023, and the Council made the suspension permanent on 12 December 2024 — moving Vanuatu to the visa-required list — citing security and migration risks linked to its citizenship-by-investment scheme. Vanuatu nationals must therefore obtain a Schengen visa to travel to the EU. There is no firm timetable for restoring visa-free access. Confirm the current position with an authorised agent before relying on EU travel.
Physical Residency Requirement
There is no physical residency requirement for Vanuatu citizenship. Applicants do not need to visit Vanuatu before, during, or after the citizenship process. There are no minimum-days-in-country requirements to maintain citizenship.
Taxation
Vanuatu imposes no personal income tax, no capital gains tax, and no inheritance tax. The government finances itself through VAT (12.5%) and business licence fees rather than direct personal taxation. This makes Vanuatu one of the simplest tax environments globally for individuals who choose to reside there.
For CBI applicants who do not reside in Vanuatu, the tax position is unchanged — they remain tax resident in their country of residence and their Vanuatu citizenship does not create a Vanuatu tax liability.
The "Plan B" Passport Use Case
Vanuatu citizenship is predominantly sought for two planning scenarios:
1. Speed-critical second passport: For high-net-worth individuals who need a second passport urgently — for travel flexibility in a volatile geopolitical environment, for business continuity if their primary passport is restricted for some reason, or for personal security in sensitive destinations — Vanuatu is the only credible fast-track option.
2. Pacific/Asian business travel: The Vanuatu passport provides access to Hong Kong, Singapore, and parts of Southeast Asia without visas. For investors with significant business interests in the Asia-Pacific region, the Vanuatu passport can simplify frequent travel.
The Vanuatu passport is not typically the primary second passport choice for applicants who are optimising for EU or North American travel access — for that, a Caribbean CBI or a European golden visa is superior.
Due Diligence
The rapid processing time does not mean light due diligence. The Vanuatu Citizenship Commission conducts background screening on all applicants as part of the DSP review. However, the international perception of Vanuatu CBI due diligence standards has historically been less favourable than that of more established Caribbean programmes — a factor that may affect how the passport is viewed at certain border crossings.
The EU's periodic concerns about the programme (reflected in the on-again/off-again Schengen access) are rooted in due diligence perceptions. The Vanuatu government has made efforts to strengthen standards, but applicants should be aware of this context.

The trade-off is clear: Vanuatu offers speed at the cost of passport strength. For most applicants who have time to wait 3–6 months, a Caribbean CBI delivers a materially stronger passport for a comparable or lower investment. Vanuatu's premium is the speed.
Compliance Caveats
Vanuatu's CBI programme has been subject to sustained scrutiny from the EU and from international bodies monitoring citizenship programme standards. The Schengen visa-free status of the Vanuatu passport was fully suspended (permanently, from December 2024) and has not been restored — the loss of EU visa-free travel is the principal limitation of the programme, and any future restoration cannot be assumed.
