For British families with children of primary school age arriving in Hong Kong, the first question to resolve is straightforward but consequential: which ESF primary school is your child eligible for, and is your planned home address in that catchment zone?
Everything else — secondary school pathway, neighbourhood selection, community connections — tends to flow from this first decision. This guide covers the nine ESF primary schools, their catchments, the key private primary alternatives, and the K1 kindergarten strategy that remains the most reliable route to securing a place.
The ESF Primary Schools: An Overview
The English Schools Foundation operates nine primary schools across Hong Kong Island, Kowloon and the New Territories. All are English-medium, follow the IB Primary Years Programme (PYP), and are non-selective for Year 1 entry — places are allocated by catchment zone, not ability. All charge the same standard ESF primary fee: HKD 139,000 per year in 2025-26, rising to HKD 145,000 in 2026-27.
A non-refundable capital levy (NCL) is charged once on joining: HKD 38,000 at Year 1, reducing by approximately HKD 2,000 for each subsequent year of entry.
The Nine ESF Primary Schools and Their Catchments
Bradbury School (Happy Valley / Stubbs Road)
- Catchment: Happy Valley, Repulse Bay, Deep Water Bay, Tai Tam, South Horizons, Lamma Island
- One of the most sought-after ESF primaries; its location in Happy Valley is convenient and the feeder community is large and well established
- Feeds: South Island School (secondary)
Kennedy School (Pokfulam)
- Catchment: Caine Road to Aberdeen, Cheung Chau
- Feeds: Island School (secondary)
- Serves the western and central parts of Hong Kong Island; popular with families in Mid-Levels West and Pok Fu Lam
Glenealy School (Central)
- Catchment: Mid-Levels, Central
- Feeds: Island School (secondary)
- Located in the heart of the Mid-Levels expat area; central location with manageable commutes for working parents
Peak School (The Peak)
- Catchment: The Peak
- Feeds: Island School (secondary)
- Serves the exclusive Peak residential area; smaller school given the residential density of the area
Quarry Bay School (Quarry Bay)
- Catchment: Eastern Hong Kong Island
- One of three schools receiving a new ESF kindergarten in 2026
- Feeds into Island School catchment
Beacon Hill School (Kowloon Tong)
- Catchment: Tsim Sha Tsui to Boundary Street, Kowloon Tong, Tsuen Wan, Tuen Mun
- The main ESF primary for the Kowloon side
- Feeds: King George V School (secondary)
Kowloon Junior School (Ho Man Tin)
- Serves Ho Man Tin and surrounding Kowloon areas
- A smaller school serving the immediate Kowloon urban area around Ho Man Tin
Sha Tin Junior School (Sha Tin)
- Catchment: Sha Tin, New Territories
- Feeds: Sha Tin College (secondary)
- Serves the large residential communities of Sha Tin in the New Territories
Clearwater Bay School (Sai Kung)
- Catchment: Sai Kung, Clear Water Bay, Tseung Kwan O
- Serves the eastern New Territories; popular with families choosing the Sai Kung lifestyle
- Renaissance College (Ma On Shan) is a nearby ESF all-through alternative
ESF All-Through Primary Sections
Two ESF schools offer primary and secondary education on one campus:
Discovery College (Discovery Bay, Lantau):
- Y1–Y6 fees: HKD 162,100 (2025-26) → HKD 169,900 (2026-27)
- Annual Building Levy: HKD 8,060
- Serves primarily the Discovery Bay residential community; car-free enclave lifestyle
Renaissance College (Ma On Shan):
- Y1–Y6 fees: HKD 148,100 (2025-26) → HKD 154,200 (2026-27)
- One-off levy at Y1 entry: HKD 50,000
- Located in Ma On Shan, New Territories East; serves a newer residential area with more affordable housing than Hong Kong Island
The K1 Kindergarten Route: The Key Strategy
For families arriving in Hong Kong when their child is three years old, the ESF K1 kindergarten is the most important strategy available.
Enrolling at ESF K1 guarantees:
- A primary place at the linked ESF primary school
- A subsequent secondary school place in the ESF network
This route entirely bypasses the competitive central Y1 application and the catchment zone constraints that affect late-arriving families. Kindergarten applications are made directly to individual ESF kindergartens and are not part of the September window.
ESF is opening three new kindergartens in 2026 — at Renaissance College (Ma On Shan), Quarry Bay School, and West Kowloon — adding capacity at this strategic entry point. This is the most meaningful expansion of ESF access in recent years.
Families who know they are relocating to Hong Kong when their child is very young should treat K1 registration as a priority in their relocation plan — ideally before or immediately on arrival.
Kellett School Preparatory
For families who want the British curriculum (IGCSE and A-Levels) from primary age, Kellett Preparatory (Reception to Year 6) is the primary option.
Fees 2025-26: HKD 208,800 per year (rising to HKD 218,200 in 2026-27). From September 2025, an Annual Capital Levy of HKD 40,000 also applies to all new students, bringing total annual cost to approximately HKD 258,200 in 2026-27 (~GBP 25,820).
Kellett Preparatory feeds directly into Kellett Senior (Year 7 onwards), providing curriculum continuity through to A-Levels. For British families who value that continuity and plan to stay in Hong Kong through secondary age, starting at Kellett Preparatory removes the transition risk of switching curriculum at 11.
Kellett is selective from primary onwards, though Year 7 secondary entry is the most competitive point. Apply well in advance.
Discovery Bay International School (DBIS) — Primary
DBIS follows IB PYP in primary and transitions to IGCSE and A-Levels at secondary. Primary fees for 2025-26 start from approximately HKD 120,100 per year — the most affordable British-adjacent curriculum option for primary in Hong Kong.
DBIS primarily serves the Discovery Bay community. If you live in Discovery Bay or are open to doing so, DBIS provides a British curriculum pathway at significantly lower cost than Kellett.
Year 1 Entry: The Central Application Process
For families not using the K1 route, Year 1 entry to an ESF school requires the central application:
- Applications open: 1 September
- Applications close: 30 September
- After 30 September: applications go to the waiting list
- Processing from 1 October: randomised (not first-come-first-served within the window)
- Single application covers up to three school preferences
- Your catchment zone school must be included in your three preferences
- Application fee: HKD 2,800 (2026-27)
If you are in Hong Kong before 1 September, prepare all documents in advance so you can submit promptly in the window.
What Happens If You Are Not in a Catchment Zone
If your home address is not in the catchment zone of your preferred ESF primary, the options are:
- Apply anyway and include your zoned school — out-of-zone applications can be successful if the preferred school has capacity, but they are lower priority
- Use the INR route — the Individual Nomination Right (HKD 500,000) provides priority processing for out-of-zone applications
- Relocate to the catchment zone — the most reliable option; where you live is a direct driver of eligibility
- Consider the K1 kindergarten — if your child is young enough, this avoids the catchment constraint entirely
- Consider private schools — Kellett, DBIS and Harrow do not use the ESF catchment system and take applications on a different basis
Early Years Options Beyond ESF
Beyond ESF kindergartens, Hong Kong has a substantial private nursery and kindergarten market. Quality varies considerably. Families at private international schools (Kellett, HKIS, Harrow) generally have their own early years provision or recommend partner nurseries. The ESF kindergartens are the strongest feeder route within the English-medium system.

How Global Investments Can Help
Global Investments helps British families find homes in Hong Kong that sit within the catchment zone of their preferred ESF primary school. Whether you are targeting Bradbury in Happy Valley, Glenealy in Mid-Levels, or Beacon Hill in Kowloon Tong, we can narrow your property search to the streets and buildings that actually matter for school eligibility — avoiding the costly mistake of signing a lease in the wrong area. Speak to our advisers before committing to a property.

Frequently asked questions
Are ESF primary schools selective?
No. ESF primary schools are non-selective — they do not conduct academic assessments for Year 1 entry. Places are allocated by catchment zone through a centralised application process in September. All children in the catchment zone are eligible regardless of academic ability.
What is the K1 ESF kindergarten route?
Enrolling a child at an ESF kindergarten at K1 (age three) guarantees a place at the linked ESF primary school and subsequently at an ESF secondary school. It is the most reliable route to securing ESF places and avoids competition in the Y1 central application. ESF is opening three new kindergartens in 2026, increasing capacity at this entry point.
What does the ESF Non-Refundable Capital Levy cost for primary entry?
The NCL at Year 1 entry is HKD 38,000. It reduces by approximately HKD 2,000 per year for each subsequent year of entry. It is a one-time charge, non-refundable, payable when a place is accepted.
What if I live outside an ESF catchment zone?
You can still apply to an out-of-zone school, but applications that include your zoned school take priority. The ESF Individual Nomination Right (INR) — costing HKD 500,000 — provides priority interview processing and the ability to apply formally out-of-zone, though it does not guarantee a place. Alternatively, the K1 kindergarten route bypasses the catchment question entirely.
